There is a rescue service in Elbrus region. They must rescue any person irregardless if he is a foreigner or Russian, if he has isurance policy or not. However if a helicopter involved they may ask a person to pay for it, because they have no own helicopter but hire it from a 3rd party. The rescue service is not very fast there. If they have clear evidence that there is injured person on the saddle at 3 pm most likely they will come there on the next day. If they have just information that a person missed somewhere most likely they will start search in 1-2 days. There is a kind of registration of climbers in the rescue service. You just come there and say that you go somewhere and set the date of return. It's free, no money required. If you do not come on the date of return they have to find out what's on with you. They must rescue people irregardles if they are registered them or not. Many climbers do not register. However recently the rescue service declared that if they rescue a person who is not registered he will be fined. It will not be a payment for rescue but just a fine. How much this may be and if it is enough legal - nobody knows even the rescue service itself..
